We'll have to wait and see if this is true. Sending humans to Mars seems a bit unrealistic within the next 10-20 years given the fact that 2/3rds of all missions sent to Mars have failed. If Bush does make this commitment and announement this will be just about the most significant thing he would be remembered for, much like Kennedy with the race to the Moon.
